Tasks of the Office of the Comptroller
The Office of the Comptroller conducts follow-up work and makes sure that all payment and collection procedures are properly followed according to the Rules and Regulations of the Council of Higher Education. It also makes sure that there are provisions in the budget for the different types of payments and that clear directions are given by the authorized university officials endorsing these payments.
The Comptroller's direct duties can be summed up as follows:
1. Make sure that all the University's liquid and non-liquid assets are used to support the specific legitimate purposes for which they have been allocated and that the concerned departments have the proper procedures in place to ensure the safety and best use of these assets.
2. Look into the financial and accounting regulations in place to make sure that they are adequately appropriate and submit proposals to the Rector.
3. Examine the trust and safe-keeping accounts every 3 months to make sure that they are with zero balances unless there is some justification for having higher balances.
4. Ensure the proper application of warehouse rules and supervise the process of recording inventory, making sure it is done according to the right procedures.
